Dr. Tracy Elder President


Dr. Tracy Elder is a graduate of Cornerstone School of Ministry, has an MA in Theology and Biblical Counseling and a PhD from Almeda University in Biblical Counseling.

  • President and CEO of Seneca Community Chaplain Corps which she founded in 2004 and IAOCC its Charter founded in 2008, and the SC3 Bible Institute a Charter of SC3 formally founded in May of 2010

Sgt Darrell Robertson - Law Enforcement Liaison

 

Darrell Robertson, Sergeant, Houston Police Dept., Texas. Darrell is a U.S. Air Force veteran and a 25-year veteran of the Houston Police Department. His assignments include 8 years in patrol  where he also served as a Field Training Officer and Evaluator. He served 13 years as an Investigator in the Homicide Division, 4 years in the Investigative First Responder Divison and is currently assigned to the Internal Affairs Division.  Darrell is a Chaplain with the International Alliance of Chaplain Corps as well as a Chaplain for the Family Mission Team of the Christian Law Enforcement Summit. He is also a Certified Crisis Chaplain with the Faith-Based Counselor Training Institute. His training includes Group Crisis Intervention and Critical Incident Stress Management from the International Critical Incident Stress Foundation, Counter Terrorism Intelligence and Criminal Behavior Profiling. Darrell is a member of the The National P.O.L.I.C.E. Suicide Foundation, The Houston Police Officers Union, The International Critical Incident Stress Foundation. Darrell is married to Beverly Begay who serves as a Forensic Investigator for the Harris County Medical Examiner’s Office in Houston, Texas.  Darrell is the father of two children, Kimberly (25) and Andrew (22).  He also has a stepson, Corey (23) and a stepdaughter, Shondeen.  Darrell and Beverly reside in Sugar Land, Texas. 



 Captain Michael Sweeney (ret.) - Chairman of Ethics Committee and Law Enforcement 

Captain Michael K. Sweeney (ret.), is a decorated 27 year veteran of Law Enforcement. He began his career in Aurora, Colorado in 1984 and served the as a Narcotics Detective, receiving two Meritorious Service Commendations and serving the City of Aurora until 1998. He relocated to the Mississippi Gulf Coast and joined the Ocean Springs Police Department rising to the rank of Captain. In August 2005 he was the Logistics and Operations Commander during hurricane Katrina. In 2007 Captain Sweeney became an ordained Chaplain under Dr Tracy Elder and a Corps Commander for the South Mississippi Region. 2008. Captain Sweeney attended and graduated the 233rd Session of the FBI National Academy. Currently Captain Sweeney retired as Chief of Detectives from the Ocean Springs Police Department’s in 2011.  Captain Sweeney is now serving as COO and Master trainer for the IAOCC.
